On May 5, 1888, the American Football Rules Convention established a rule preventing players from using their hands or arms to interfere with an opponent unless that opponent possessed the ball, as reported by The Evening World Newspaper on May 9, 1888.

On May 5, 1886, a Football Rules Convention at New York's 5th Avenue Hotel adopted a key rule preventing the defense from rushing until the ball was snapped, a foundational step towards the modern concept of scrimmage.
The aim was simple, in that to level the playing field the offense required the element of "surprise" in knowing the moment a play would commence, while defenders were kept guessing forever more.
